The report is a massive document at more than 300 pages, but it’s largely dedicated to generic ways of improving law enforcement and social services — rather than focusing on the use-of-force incidents that have been on everyone’s minds these past few years. Two suggestions that stand out to me are having independent agencies investigate every force incident that results in death or serious injury, and improving efforts to prosecute gun crimes, including by linking the ballistics of firearms used in different incidents.
